Treason against the Empire deserves no mercy. Roggvir was a member of the Solitude guard, sworn by an oath to his King. He deserves little respect, breaking his oath to his King and country, to his Emperor and Empire.

There is difference of opinions in the Empire. It matters not. Everyone is a child of the Empire and everyone are each other's families. For all of us are bestowed upon by the Aedras' holiness.
He was not a normal civilian but a guard who swore an oath and betrayed his fellow guards, king and the empire.
Maybe there are different opinions, but you can never satisfy the entire population. The law is the law, and for High Treason you get death penalty.

Hello Everyone. Seeing how the Imperials have the situation finally under control here and TESO is coming out soon, my presence is no longer needed. While I did enjoy working with the Legion again, as LegateFasendil, I feel compelled to travel elsewhere where my services can be put to better use.
This doesn't necessarily mean I'll be helping the Thalmor Guild either (I don't care for their signatures). Not sure where I'll go or what to do.
Just remember one thing though ~ You won't have an Empire for very long if you continue to execute everyone who doesn't agree with your way of thinking. There will be no one left to rule over. Indeed, in Skyrim many Stormcloaks felt they were better serving the Empire by trying to free their country from it.
Of course, I suppose this depends on what and where you consider the Empire to truly be.

Executing those for treason, is what keeps the Empire from being torn apart.
The Empire may appear cruel in some aspects, but every instance shown when the Empire hits a weak point. The provinces are there, like a pack of wolves. Unless order is maintained, there will be more violence. Sometimes order has to be restored with the sword, when the olive branch is thrown aside.
The provinces are always watching, waiting for the moment to strike. Alliance wars, Imperial Simulacrum, Stormcloak Interregnum etc.
