    PC FPS Issues, regardless of settings?

    I'd say you have a problem with your integrated video card which has trouble to reach the needs for the game. Therefore I'd suggest buying new video card.

    More likely it's your video card itself. My question is... Has the game run properly before with your rig? If not, I think it's time to change atleast video card. Though, seems like youre playing with laptop so it means changing the whole comp Check this topic in bethesda forums...
