Honestly, I can't play either of the beast races seriously. They just look ridiculous. I can see why nobody in Skyrim enjoys they're presence.

I can imagine in the next game, there wouldn't be a bunch of dragons, but a few skeletons here and there, and probably a one really good boss fights.

Skyrim is probably the epicenter of the crisis. It wouldn't surprise me if a few dozen dragons wandered into other provinces.

I think what I'll do is, do normal rules and regain everything I had and do most notable things I did before. Then I'll start with the better rules. My skills will be lower, but I don't see how I could regulate that.
