Hmmmm.... I can't see the pic because the link is broken for me. You should be able to just click on where it says "Shoutbox" at the right of the screen (at the top of the "shoutbox" window), or click on the message bar underneath the shoutbox. Not sure if it might be some kind of glitch or...

There should be a bar under that says "enter message"

You can use it any time. Just click on the Shoutbox or the small text bar underneath it to chat :)

Illusion.....too bad it got nerfed since Oblivion though. I just really miss being able to cast domination on someone in town....luring them out to the woods..... and murdering them. lol

Brunwulf can often be found in Windhelm. He lives on the eastern side of the city somewhere. I can't find any quests related to saving him for the Companions, so it's either a radiant quest or....maybe you have the wrong place/guy?? Try looking for him in Windhelm and see if that helps.

Aela can die, but only after you finish the quest Glory of the Dead.
