Where do you aquire the sheild?

By the shield I assume you mean Spellbreaker right? You get the quest for it at Peryite's Shrine which is North of Karthwasten in the Reach. Gather the ingredients to officially start the quest and when you finish it you'll get the shield.

Is it a deadric artifact quest in the Blue Palace someting with a hipbone?

Yeah the hipbone is for Sheogorath's quest. You need to talk to Falk the steward or one of the servants (I think Edi's her name) for the key to Pelagius' Wing. Then explore about halfway through it and you'll be transported to this foggy forest area. Complete the quest and you'll get the Wabbajack.
