Quest Rescue from fort neugrad

Im having a bit of trouble with this quest
I have killed all imperials in the fort and now have to "report back to ralof"
however whenever i speak to ralof he just says "talos guide you" and other useless things
i can therefore not complete the quest
is this a glitch? or do i need to do something else before completing the quest

Did you let the prisoners out of their cells?

im kind of confused about it to be honest

I didn't have any trouble with that one. I sneaked around into the water, swam up into the place, and went on a killing spree. Worked like a charm.
