The Conditioning perk rec is solid, but I'll add: if you're only level 22, you might be a ways off from unlocking it depending on your Heavy Armor level. What's your current rank in that tree? If you're still in the 30s-40s range, grinding to Conditioning could take a bit.
In the meantime, honestly just accept the slower movement for a few levels. It sucks, but Ebony is genuinely one of the heaviest sets in the base game—you're not doing anything wrong. Once Conditioning clicks, the entire playstyle opens up. You'll be able to run, dodge, and actually feel mobile again without sacrificing defense.
One thing the other reply didn't mention: make sure you're not carrying a ton of junk. I know it sounds obvious, but I see a lot of newer players hoarding iron daggers and cave mushrooms. Drop stuff at a safe container (your house, a guild hall, whatever) and come back for it later. Frees up like 50-100 lbs easy.
Also, the Steed Stone (if you haven't grabbed it) adds 100 carry weight flat. Not a perk, but it's there in the standing stone list if you're desperate for breathing room right now.
