i had that same problem in windhelm, and i still have that bounty on my head.once it started interfering with my quests, i just killed about every single guard that ever came up to me. i dont think there a gaurd left in that city haha

yes this is definitly true. your magicka regenerates at a much slower rate while in combat, which frankly, makes no sense to me, because that the time i need it most. what you should do instead, is get enchantments that lower the cost of whatever magic you plan on using. if you get the cost near...
