ah ! much to my surprise, (did not know this could happen) but coming out a cave for a quest for that argonian woman to get her amulet, i was approached by a "bounty collecter" and he was like 'hey you' and just stopped me and began conversation. and he told me i have quite the bounty on my head in eastmarch, and that he could clear my name if i pay him the bounty. so i paid him the 3500 gold or so. and supposedly he will make sure it gets to the jarl 'minus his cut of course'. not sure if he was a theif scamming me ? but he was labeled "bounty collecter" and had some good armor on
