100% Magic Resistance

It is. There are enchantments, that when learned (through disenchanting an item with that particular enchantment), and your enchanting is sufficient enough, you can place it on multiple items to reach 100% resistance. Some of the races also offer resistance to magic or specifically a type of magic (fire/frost/lightning).

That I'm not sure of... Correct me if I'm wrong, but I think the only resistance you get is in the Alteration tree at level 30, "Magic Resistance", and I think it is 10/20/30%, but I could be wrong. As far as for a standing stone, you would need to look up the effects of them all to see if resistance is even offered.
