Quest Civil war question.

After you complete the civil war quest line do the corresponding guards ever completely fix the city you overtook? I see them always working on it but they never seem to get fixed.

Thinking about restarting my character as I hate seeing whiterun with broken houses and such.

Don't believe so. If you're playing on the PC, there's a mod to fix the cities after the civil war.
