confused with smithing

ok i posted earlier asking if smithing has bee nerfed let me explain

i started a new game and i have the perk for steel smithing (my smithing is 27) and i have just found some fortify smithing gauntlets but when i put the on for some reason i cant improve any of my steel items past superior yet on my first playthrough i have 98 smithing and without any fortify smithing items activated on me i can improve steel items up to legendary does any one know why this is, does your smithing level affect how much you can improve items or is it just perks and forify smithing..thanks for reading

smithing level affects how well you can improve items. legendary is the most you can improve. using enchanted items and potions will improve the rating for the armor and weapons more but it will still be labeled as "legendary". i believe that smithing improves every 10 levels or so in the smithing perk. so unless you have the appropriate level in smithing, you will not be able to improve to the next level even with potions and enchanted items.
