PC Controls not saving? O.o

I changed a few controls around and everything works fine while im playing, but when i save and exit the game, when i turn the game back on later the controls revert back to normal, everything else stays the same its just the controls, some1 please help this is getting annoying.

For PC:
Right click on your Skyrim .exe file, select Properties. At the top is a tab labeled "Compatibility". Select that tab, and at the bottom you'll see a section labeled "Privilege Level". Check the box next to "Run this program as an administrator". Click ok.

If this does not work:
I also switched everything to be not "read-only" as a test before this to see if this would solve it. So it could be a combination of the two.
