Prey approaches...
From what I understand, most of the shacks you encounter do not respawn unless they have enemy in them.
(this means storage is safe for places that are not bandit/forsworn camps, don't store your stuff there.)
Alchemist's shack, abondoned shack, etc are all out in the wild and have a bed and at least one storage object.
Personally I have not used them, but I think they are exactly what you are looking for.
There is an alchemists shack near ivarstead somewhere around the 7,000 steps that is pretty cool. Has an alchemy table and a garden with deathbells in it.
To answer your question there are not any houses you can buy that are well outside city borders. I'm partial to the house in Riften though, because it has an entrance that lies outside the town (complete with a fishing boat! lol)
