Dragon Soul Problem!

I currently have 5 shouts at my disposal, but only two work (Unrelenting Force, Whirlwind Sprint) and the rest are locked. The other ones (Disarm, Marked for Death, Throw Voice) say "Dragon Souls are required to unlock shouts." but I have killed several dragons since I have gotten these, both at the point where I learned the shout and randomly flying around, both blood and normal dragons, what am I missing here?

highlight the shout and it should give you a prompt to use a dragon soul to unlock it. the bottom right of this screen lets you know how many dragon souls you have. on xbox the x button uses a dragon soul to unlock a word of a shout
