Frea Non Existent

I went to Miraak Temple, it then told me to talk to Frea the marker led me to Skaal Village inside the Shaman's Hut and there was no one is inside it, the marker just points to the ground... I went back to the temple and she isn't there either... Help

I had to go back to a previous save and start again, I have a feeling it had something to do with me going straight to Solstheim without being attacked by the cultists in Skyrim.
