on the Quest list it says "Bring a Dragon Scale and a Dragon Bone to Esbern"... i take them too him, speak to him but there is no option to give him them! or ive already given him them and the Quest still says incomplete....

have you checked your inventory to see if you still have the items for the quest in your inventory?
It's supposed to be you stand close to Esbern, and then use the talk option and a dialogue box will appear.

You need to do it 4 times , you get a active bonus from drinking the potion Esbern gives you , this will increase i believe your defense against dragon Melee attach by 25 % for each potion. I also know there is an active Gltich on PC however im playing on XBOX and it works fine
