Windhelm
Marketh
Solitude
After completing five in any of the above you will get a special hold mission, once these are done it will add 1000 gold to each fence ... Do all four and you will get the invitation to become Guild Master.

Just to clarify, you need to finish the reputation quest line and all of the main quest line except the last quest (which is to become Guild Master). You don't have to progress any further than the second quest in the main quest line to complete the reputation quest line.
