How to dual-wield?

I have the nightingale blade (sword) and chilldreth (sword) both have special effects and I wanted one in a hand the other in the other hand to dual weild them. I select one its equipped in my hand. Equip the other and it switches out still holding just one sword. What gives? Can't dual wield two swords? I've used sword/shied so what's up here?

If it's PS3 click L1 or R1 depending on which hand you want each one in.

Yes that is correct - It is the same as Xbox 360.
