I killed nearly everyone one in whiterun do they revive after a while or if I go to another hold.

I can't be the only one that laughed at "do they revive". But yeah, they're gone. I would suggest not doing that again.

Always save before you go on a killing spree. Well if you are on the PC there is to revive the NPCs. But if your not... then you should reload a previous save.

Nope. I use them to test drive my Housecarls and they always end up killing all the guards in the city. However, I save my game before I do this.

I think they all respawn every day or so. So if you killed every guard in Whiterun, you'd basically have the city to yourself. But the next day...
