I can't claim to know Talos's thoughts on the matter, but he strikes me as a pretty reasonable guy. Wouldn't he be cool with his worshipers biding their time and fighting only when they can actually win, as opposed to sacrificing themselves when there's no need?

He could probably be arrested for allowing Heimskr to openly preach. Seriously, that doesn't even happen in Windhelm.

Windhelm has open worship of Talos (the Temple of Talos). That's a step up from crazy Heimskr screaming next to a tiny Shrine of Talos. It's Ulfric's official f***f you to the White-Gold Concordat.

What I always found puzzling is that the second most conspicuous place of worship for Talos is the Shrine of Talos in Markarth. It's not hidden at all, has a big ole statue of Talos along with the Shrine, and Markarth is the only capital city that actually has Thalmor Justiciars in it. It just seems very off for it to be there out of all the capital cities.

I myself have always assumed that Horse Thief Dude had a rap sheet of some kind, as Janus has suggested. He may not have known Ulfric and truly had nothing to do with the Stormcloaks. But as we don't know the details of his past or his crimes other than equine kleptomania, it could be that he had done it many times before and maybe against Imperial soldiers/interests in the province. Who knows. What we do know from this game (and others in the series) is that you piss off the wrong people in Tamriel and you best watch yo'self.
