So, if I have enchanted boots with Muffle, and I also spent a point in the Muffle Perk in the sneak tree, would that be equivalent to Silence ?

Muffled Boots + Muffle Perk = Silence ?

Overkill.
The muffle enchantment is already a 100% noise reduction, equivalent to the Silence perk.
The muffle perk is only 50% noise reduction though. So save a perk, and just go with the boots.

That's certainly ONE way to describe it 
Are you sure it's 100% reduction ? I checked the Elder Scrolls Wiki and it said the wording on muffle was misleading.
Anyways, thanks friend, my particular issue is that I like to switch to Dawnguard Armor for the campaign, but this time I couldn't enchant my boots, and I really had to creep it out when I wanted to sneak kill people, instead of just "running" over to them. So I'm having the impression that it's pretty impossible to find an enchanted item with muffle !
