Need Help on The Forsworn Conspiracy please

ok i did every step of the quest and went back to Eltrys, as enter a legioneer was there skig me about joining the legion or whatever, hen he leaves and i see two gaurds standing at the very bottom of the stairs and i see the dead body of eltrs, i read the walkthru of the quest and suppose to get arested to get next step BUT they wotn arrest mean wheni speak to the gaurds so how do i prcceed??? im looking at my quest joranl on my ps3 system atm all quests steps completed and last step says return to Eltrys and tnats where im stuck i dont get arrested to be taken to some kind of mines

Same thing happened to me on the Xbox, and I tried everything to fix it.. Reloaded from earlier in the game, reinstalled, and even started over again but still they wouldn't arrest me. The guard would just walk out the door. It wasn't fixed for me till the latest update. There's to many of these stupid glitches like this. Its like we are playing a beta version or something. Sorry I couldn't help!

This happened to me to first time as well (also on a PS3). I reloaded to a previous save when I hadn't read Eltrys's note. Here's how I got around the bug:

1) Read Eltrys's note to start the quest.
2) Skip finding evidence about Weylin and Margaret (sp?) and go directly to the Markarth Treasury House.
3) Pick the lock into Thonar's room (to the left when you first enter the Treasury House) and pickpocket Thonar's journal without getting caught.
4) Read Thonar's journal and return to the Shrine of Talos (where you were originally supposed to meet Eltrys).
5) Get confronted by three guards and arrested-->at least this is what happened to me.

Note: You will lose some gold by not finding evidence for certain people, but I figure it's worth it to get around the bug and continue to the "No one escape Cidhna Mine" quest.
