Spoiler Problem

I comepleted the imperial legion quests and no the cival war is over and i DID NOT choose a follower to help me in any of the quests, or any other quests. So i return to whiterun to sell some junk and this stupid npc Hadvar shows up and will NOT stop following, i try to chat with him and he just says stupid stuff, so i leave whiterun and he follows me, i open map an dchoose another city and go there and so far he has not showed up, then go back to whiterun and bamm he there and follows me around the city grrrrr how i get rid of him?

I cannot talk to him there is no dialogue, he just mumbles stupid stuff, i hate to go back to previuos save and redo the fort almo or whoever you spell it, to kill ulfric again and hope when i reach whiterun when im done, hadvar wont be there to follow me.
 
I've had that same problem before. The UESP acknowledges it and offers two suggestions to fix this:

Hadvar can get stuck following the player after Battle for Windhelm, The Battle for Whiterun, or another late Imperial quest. (He appears whenever the player enters Whiterun, but appears to not follow them outside of the city and Dragonsreach.) When you talk to him he says various things, such as "Glad you're here."
  • A solution is to save a game while standing right next to him in Windhelm or Whiterun, close the game and then load from that saved game.
  • Another fix is to complete Honor Thy Family by attacking a Dark Brotherhood Initiate at the Dawnstar Sanctuary and paying a fine to Nazir.
I hope either one works for you.
 
Honestly, I always assumed he was a ghost caused by my character's PTSD after all was said and done in the war.
