Random NPC "Thief" in Guild armor ?

Guards in Riften had killed a Thief who had Thieves Guild default armor on(seen but not in inventory).
Please advise if you know any of this NPC`s stats like level or armor rating, etc
about the only thing I know is he must be level 40 or under since he can be Dead Thralled

I think the Thief (along with his loot) scales to your level.

thanks but I saw that and this is not that kind of Thief. same name but very different , especially the armor and loot
The Thiefs mentioned by UESPwiki are familiar to me and do in fact scale up since they are not able to be thralled like this one by my level 81 Dragonborn

They are very weak and are a random thing in Riften. They carry scaled loot and are not flagged as Thieve's Guild members so attacking them is not a guild crime. I normally hit them with a week fury spell so they charge the guards and die faster. Good profit from those guys too. They aren't scaled I don't think and are a rather common encounter I say just loot them and move on. I see them a lot.

Not just in Riften. I've seen them in almost all smaller settlements (Riverwood, etc.)

I've only found them in Riften, but I started seeing more of them after I completed the thieves guild quest line. The guards are kind of stupid because they kill the thief for stealing stuff, but they don't take the thieves loot, instead you get to.
