Spell effects and idle animations?

Hi guys,

Let me start off by saying my computer runs skyrim on low-medium settings. I can't figure this out, what option (if it exists) do i need to change to make spell effects quality go up? Like, if i use clairvoyance i can't see the blue line it creats. Is there a way to increase spell quality without increasing everything else?

Also, why does my 2handed sword not have an idle animation when im not moving? Other weapons will drift back and forth, not my 2h .
