Is he a reference to the Nightingale who stole the artifact in the "Real Barenziah". If so that is pretty cool.
 
Nightingales have been used as symbols of beauty and music for ages and in many cultures, and sometimes a singer with a particularly lovely voice is said to have "the voice of a nightingale". I suspect that's all it is.
 
Where do you find him anyway? I've got Lakeside Manor pretty well complete and I can't find him, Rayya, or a carriage driver.

You need a Steward who will then hire a bard and/or carriage driver on your request.

Housecarl Rayya won`t show until you are Thane of Falkreath.
Check with your jarl.
