Why does Riften feel so much more alive than every other hold

been replaying and just noticed something. Riften actually has stuff happening in it. like Maven's constantly scheming, the Thieves Guild is everywhere, people have actual beef with each other, the fishing spot has people actually fishing. compare that to Whiterun where everyone just stands in the same spot for eight hours waiting to pathfind somewhere else.

even Solitude, which is supposed to be the big important capital, feels kind of sterile? like yeah it's got the Blue Palace and the market but half the time I'm just watching NPCs walk in circles. Riften though - there's actual tension. Sapphire and Vex are doing jobs, Brynjolf's running his operation, people are genuinely scheming against each other.

is it just because the Thieves Guild questline forces you to care about the politics there, or did Riften actually get better AI/scheduling than the other holds? or am I just noticing it more because I've done the TG questline like five times.
