Imperials or Stormcloaks, what one?

Contextually no it isn't. It's the only city in the province that segregates populations by race. That makes it the most intolerant capital city in the land.

What can Ulfric do? Tell them to get out of the city itself but offer them a piece of land for them to build themselves a place? Kick out a few nords to make room for the Dunmer in the city proper?

1) windhelm is actually small compared to Solitude, at least in game, so I might need the lore version of the city here. SO those would be the only options. Throwing Nords out would actually hurt him more than segregating the dunmer, as 99% of Skyrim is Nord.

2) Eastmarch is not actually the best spot for a village, so offering them land is not the best solution either.

All in all, it is either segregate them or force the nords to allow the Dunmer to live with them, which if Windhlm is truly Stormcloak, would get Ulfric thrown out of the palace as Jarl.
 
The problem with that is that the aldmeri dominion could crush the empire, if SKyrim is independent than those damn elves have no easy way to take skyrim and the empire would have to wait a while for the empire to build enough strenght to conquer the Thalmor, when that happens i am sure skyrim will rejoin the empire.
Huh? You think Skyrim by itself is stronger than Skyrim+Cyrodiil? And it's an Empire! It's the Nords who abandoned their honor by turning on it over a religious ban that nobody even wanted to enforce.

How about we think of it another way? Inside 200 years, the Empire had to deal with the death of their ruling family that kept reality together, elf nazis, the deaths of their elite operatives, having provinces either stolen or courted from them by said elf nazis, and a literal invasion from hell. And now a group of Nords have the nerve to start a civil war with them because they're not allowed to worship their favorite god? Not even that. They're just not allowed to openly worship him! How's that for perspective?

Let's see, how about the fact that house was likely owned by the Shatter-shield (unsure, help) clan woman that died. and that the girl's mother has the key? i think that until the Dovahkiin gets the house it belongs to that clan technically.

Doesn't change the fact that even if Shatter-Shield didn't own the house a Dunmer cannot, by law, buy that house even if he has the money.

then Ulfric should just throw them out and give them some land in the 90% inhospitable eastmarch. that solves everything.
 
You're talking about throwing a population into the wilderness. I guess we all know which side of the color White you're on now.

But, the Dunmer get to have nice houses if they get thrown out of the city and have a land to build. Would you rather have Ulfric hated by members of the race that makes up 99% of Skyrim (Throw nords out to make room for the Dunmer in the nice houses)?

I guess having a decent place outside of the city means nothing if it is given to you in bad way...
 
Has anyone here ever reconsider the notion that the reason why theirs segregation in Windhelm is to perhaps to avoid a conflict between races? If you look at the lore you soon realize that their was a conflict going on between both the Dunmer and the Argonians.

Brunwulf Free-Winter mentions that the Argonians must remain outside of the city simply for their own safety. He didn't get into a specific details, but perhaps the large part of it is because theirs bad blood between the Dunmers and the Argonians.

There's room for everybody. The problem is Dunmer aren't allowed outside the Grey Quarter. If they try to buy a house one step outside of that dilapidated slum, they'll fail. If the Empire wins, the new Jarl starts improving relations with the elves and beastfolk, and he's a Nord.

Because the majority of Skyrim is nord, It makes more sense to have a member of the native race as the jarl.

Plus All the houses I see outside the grey quarter are owned right now, and were likely owned before the Dunmer got there, plus the Nords gave the Dunmer a portion of Solstheim (spelling) for home, why cant the dunmer in Windhelm move there? forgot, too dangerous.

Well as long as someone's already living there, why not keep a law that makes it impossible for Dunmer to buy them? You know, just to be sure. What a perfect idea! Really, don't you see? They're as part of that city as the Nords.

Rescind the law. It's really that simple. If there are currently no vacate homes to move into outside the Gray Quarter so be it but at least when one does become vacant a Dunmer will have just as much right to purchase and live in it as any other citizen of Tamriel. Like everything else in the game, cities are scaled down because of the limitations of the gaming consoles and some PCs. The graphics are too demanding to make it otherwise.

If you take the scaling to be an actual direct representation of Skyrim then you're left with the rather absurd notion that the entire combined populations of all capital cities (not counting the guards) is less than 500 and that 500 is essentially the combined limit of what the 9 cities can support. You're also forced to conclude that the entire combined forces of the Stormcloaks and the Imperial Legion in Skyrim isn't even close to 200 because the actual combined numbers are that low (I'm not even sure it breaks 100).

You can believe that or you can believe that the size of cities and their populations and by correlation the number of houses and the likelihood of there being vacant houses is actually much greater than what you see in the game. I'm not going to dictate to you how you should roleplay that. If you want to roleplay that there are less than 100 people in each city and less than 3,000 people in the entire province of Skyrim that's your prerogative.

Jeremius? Are could be's and opinions really all you have? That's a pathetic argument, plain and simple.

If the only place left for people are the slums, then likely that is what they get, unless they decided to riot unless they get better place, like land outside the city.

And even in the actual game there are two empty homes. The Arentino house and Hjerim.
