If what you're saying is true... that the Imperials knows that the Thalmor are behind what is happening in Skyrim, which includes the General... Why they're continuing to feed the Thalmor what they truly desires? To have men fighting against each other so that when the Great War resumes that man would be easily defeated due to lack of resources. Don't you think that the Imperials should act professional, and reason with the Stormcloaks instead of fighting with them? Instead of doing what the Thalmor desires... Tullius should have Legate Rikke go to Windhelm to try to reason with Ulfric, to negotiate with him so that both sides can be satisfied. Perhaps the Empire should surrender Skyrim over to Ulfric in return long life relationship between two countries. That is what I would try to do if I was in the legion shoes. The Thalmor would NEVER dream of the Empire building up an alliance with the Stormcloaks. This would be a HUGE backfire, and besides after the Empire hands over Skyrim to Ulfric the WGC would be invalid thus Ulfrics soldiers would then drive the Thalmor that's already in Skyrim out of the country, and the country can soon rebuild. The Blades would have a safe haven to rebuild, and would be a great asset if persuaded to join in the resumed war against the Aldmeri Dominion... I don't think they would say no, since their already at war with them already.
Like I said Tullius needs to stop feeding the elves because that's exactly what they want, and so far their getting it.

Ulfric doesn't want an all out war against the Empire because their not the true target. Why should he go after the Empire when his primary objective is to go after the elves? Ulfric knows his limits. Hes no fool. If he does kill the Emperor all of his planning to go after the elves will go to wastes because he would be dealing with the Empire instead.
I can agree with this part. Man should unite (even if it's temporary) for this special occasion. The Stormcloaks and the Empire should work together instead of fighting with each other. Hammerfell should also unite, even if it's temp.
In my POV you don't need to be part of the Empire... or even a province of the Empire to fight against the elves. You're fighting to prove your strength and domination. To prove that you're not the beta but an ALPHA. To prove to the elves that you are far more superior than they are. The elves from the Aldmeri Dominion are way past due for an ass kicking by man. I can only hope that Bethesda would create something like this.
Ulfric isn't destroying Talos Empire because Mede already did by banning the worship of Talos. It was a big thing back in Oblivion years... I can only imagine how depressing the Imperial city looks now. Those beautiful statues of Talos gone because of Mede II.

If the Imperials win the civil war this is the dialogue that she gives to you.

Now at last, the Thalmor will get their way. The worship of Talos will finally be stamped out. Or so they think.
Those true sons and daughters of Skyrim will never cease to worship mighty Talos. If we cannot do so in our temples, we will do so in our hearts. Oblivion take the Thalmor!

If it wasn't for the protection of Ulfric both Lortheim and Jora would've been snatched up by the Thalmor by now, and tossed away in their Thalmor run prison all thanks to the Empire and their damn treaty.
