The Empire still worships Talos, many in the Empire still worship Talos. His ban was needed to secure peace, they only stopped worshiping loudly, like screaming about him every five seconds. You can't exactly worship one god but not the other, the Nine/Eight Divines are the same religion.
Many blame the Empire for securing peace, or blame them for the terms of the treaty. The treaty would of course have the Talos Ban on it, otherwise the Thalmor wouldn't agree to peace. It was the Empire and all of it's citizens that were asking for peace, the Aldmeri Dominion didn't have their lands destroyed by war, they could spend the next thousand years taking pot shots, while the Empire is destroyed because they can't maintain any sort of attack against the Aldmeri Dominion, they also lacked the ability to even maintain order and protect it's citizens from bandits even years after the war. Many cities had erupted in violence and even the Kingdom of Wayrest was lost in High Rock.
Tell me, would you agree to peace if it meant you could return to your family? Who are in danger, unprotected, some of them probably hurt from the war?
Titus II did what his people wanted, the Empire as a whole wanted peace. Not just Titus II, his Legions which were battered and worn out from the years of constant warfare, this isn't the modern world where you can fly soldiers in and out and replace them. Many of the Legions had been fighting every single day for four years. There would of been thousands of refugees fleeing the war torn cities that had been taken over by the Dominion, who would slaughter them and commit atrocities upon the innocent citizens.
Skyrim wanted peace, they wanted their families home, High Rock wanted peace, Cyrodiil desperately needed peace, to restore order and rebuild, it was in the plops storm.
Just because many Stormcloaks prefer the Colonel Custer plan, to die in a vain attempt because they could not set aside their pride. What would they all die for, what would the Empire collapse for, so a few old Nords I might add, can thump their chest and say what a brave defeat it was. While all of the population, since the Legion isn't everyone. They can all suffer at the hands of the Dominion as slaves, so can the next generation and the generation after that and so on.
That is what Ulfric lacks as a leader, he can't swallow his pride for the benefit of thousands. A good leader knows when to fight and when not to fight. What made Titus Mede II good, was he put his people before his pride.
