Dragon scaling is broken and makes mid-game dragons feel like a joke

I'm on my third playthrough right now, level 32, and I just realized something that's been bugging me since my second run. Dragons scale with your level up to a certain point, right? But the perk trees scale way faster than dragon health does. By the time you hit 30-35, you've got enough perks in your main damage tree that even a random encounter dragon dies in like 20 seconds.

But here's the thing - if you're a melee character with Bladesman and Savage Strike, or a mage with Augmented spells and the crit perks, or even a stealth archer with... well, you know, the usual suspects... the dragon doesn't stand a chance. It's not even a fight, it's just watching a health bar empty. Then you get to like level 45+ and suddenly you're one-shotting dragons with shouts and it feels completely hollow.

Compare that to a giant or a dragon priest, which actually scale their abilities and can mess you up if you're not paying attention. Why do dragons feel like the least threatening dragon encounter in the entire game? They should either scale harder or their AI should be smarter about using their breath attacks and landing to melee you instead of just circling.

Am I crazy or does this bother anyone else? Feels like the endgame dragon fights should be the climax but instead they're just... there.
 
Yeah, you're not crazy. The perk scaling issue is real - by level 35 you've got enough multipliers stacked that you're doing way more damage than the base game ever expected, and dragons' health pool doesn't keep up. Especially once you hit that sweet spot where you've got your main damage tree filled out but you're still leveling, the gap becomes ridiculous.

That said, I think the AI is actually the bigger culprit here. Dragons spend way too much time in the air circling uselessly instead of landing and forcing you into melee, or they use their breath attacks in situations where they're not gonna hit anything. A smarter dragon that lands more often and staggers you with shouts would feel way more threatening even with the same health pool. The giant comparison is spot-on - they're dangerous partly because they actually engage with you, not just because of their stats.

If you're on PC, mods like the dragon overhauls in Wildlander or Nolvus actually fix a lot of this by tweaking both AI and scaling. But vanilla? Yeah, dragons peak at like level 25-30 and then just get worse relative to your power. The endgame dragon fights feel anticlimactic because they kind of are.
