Forsworn Conspiracy

During this quest I slayed the first guards that tried to arrest me and fled the town, now when I return to face my crimes and complete the quest the guards try to arrest me but as soon as I say 'I submit' they do nothing and only leaves me to say 'what's the problem?' and this endless circle repeats unless I back out of the speech commands. Then the guards will attack but it wont allow me to retaliate ie I cant draw a weapon or magic! Any idea what's going on or how to solve this problem? I'm on PS3.

You can't say anything else? Like 'I'll pay my bounty' or 'I'll go to jail,'? If not it's most likely a bug, and your only choice really is to just kill all the guards...if you can.
 
I had a similar problem, though mine occurred after the Forsworn Conspiracy was over (and it let me retaliate). Apparently this is a frequent problem. I've heard that this strategy has worked for quite a few people:

1. go to Markarth, and sprint past the guards to the Temple of Talos. If you talk to any guard before entering, it might not work.
2. there will be 3 guards there, 2 of them will usually try to attack you while the third initiates conversation. wear good armor, drink sleeping tree sap, be prepared.
3. click the option that says something along the lines of "You're corrupt, so-and-so is paying you!"
4. they'll blather on about something, then click the option of "Go to Jail."

It unfortunately did not work for me since I killed every guard in the Temple and they (for some reason) never respawned. Since you haven't completed the quest, perhaps they'll respawn for you?

If it doesn't work, do you have a previous save? I'd even recommend using one that's fairly far back because trust me, this bug makes Markarth intolerable. The Thieves Guild just adored sending me there over and over again and every time I had to slaughter every guard to do simple little pickpocketing jobs.

What I did was reinstall the game, then when I went to Markarth every thing was fine but when I was arrested I was on horse back so Im not sure if it was the reinstall or just being on a horse that fixed it!

Maybe this will work for you?
 
this is a major known bug that if you help the forsworn the guards will constantly try to stop you and send you to jail. You get all the options but when you say you'll submit or pay the fine, they just say "ok" and nothing happens until the next guard. there are some work arounds listed on the wiki that get you around this problem.
One of which is siding with the empire (or maybe the stormcloaks, can't remember, read th wiki) and after the battle the new guards and jarl think your innocent.

It's the stormcloaks you need to side!

problem is solved now but thanks anyway

I'm on Xbox, and I only play the game on the disc instead of install due to hearing mixed reviews on load times and such after installation.

I'll try riding up on horseback, see if it changes anything.
