Has anyone ever seen anything liek this before

I've seen the horseman once, and some other very odd things around Skyrim that I haven't been able to interact with.

Unrelated to the headless horseman, and more related to that skeleton (who I haven't seen before) but there are some quests that you can't start until you're a certain level, which may have been why you couldn't interact with it.

Lately I've been randomly following foxes who always bring me to something to kill.
