Unfortunately, you'll have to wait for Hearthfire before you can buy a plot of land.

You have to do a job for the jarl then talk to the steward hell tell you about the plot you need hearthfire for this

After you get Hearthfire; when you go outside a courier will approach & give 2 letters. 1 is to see jarl, other is to go to orphanage to talk about adopting
