Quest I can't finish 3 main quests - Help, advice, please

it seems that these three main quests are interwoven and I can't finish any of them now.

The quests:

Message to Whiterun, Season Unending, and The Fallen.

I was given an Ax to bring to Ulfric but I get no dialog box from him. He just repeats " I'll have to attend that summit" or some nonsense like that.

Season Unending I don't get an option to tell General Tullius about the meeting with the Greybeards

and in The Fallen I get no responses from the Greybeards about the meeting because I can't get Tulius to commit

Damn F'ing bugs are taking the fun out of the game!

What can i do here?

my wife had a similar problem when it came to the guadler amulate quest.she skipped it till she made a new character. but when i did season unending i did it before i took the message from gen tullious to jarl balgruf. i think you took those quest to far to tie them together. after you get back to whiterun with the axe ulfric attacks. literally as soon as you tell the jarl he returned the axe.

it sounds like you have found one of the ugly bugs. You don't mention whether or not you are on a console or a PC.
Either way according to the UESP wiki, the 1.4 patch will fix this bug. It is apparently caused by having started the Season Unending quest and then starting the Message to Whiterun quest. it then blocks both quest lines.

here's the wiki page for the Message to Whiterun, see the bug section. It might be possible (if on the pc) to use the "setstage" commands to move one or the other further.

Or wait for the patch.
