Just finished Blood on the Ice......

And cannot buy the damn house, seriously it is not even being offered to me to buy, and as far as the "Special Investigator for the City, and the free clean up, no go there either. any ideas?? on this??
 
From the UESP Wiki:

Hjerim is purchasable having sided with either The Empire or Stormcloaks. Once allied with the Stormcloaks, the Fort Neugrad mission must be completed before Jorleif will make the house available for sale. However, once Falkreath Hold has been given to the Imperial Legion as part of Season Unending, it may be necessary to liberate Hjaalmarch before Jorleif will make this house available. If The Empire is chosen as an ally, then the defeat of the Stormcloaks is required before it is available to buy.

Well according to the Prima Guide (page 405) it states Part 3: House in the City: Finally you must purchase a piece of property in the city. Once Side Quest "Blood on the Ice" sends you to Hjerim, Speak to the Jarl, and your informed that the house is for sale. You're referred to the steward Jorleif or Captain Lonely-Gale.
 
If your not looking to buy the house just because and you only want to advance the quest then all you have to do is break into the house. Its an expert or master lock so its kinda tricky and may take some time if you don't have the neccasry perks. I had no lock picking perks and it too me like 10 minutes of trial and error but it was worth blowing 10 grand on a house when i already had one i whiterun and i was saving up for the 100k achievement
 
I have finished that quest and wanted to have a base on the eastern side of Skyrim to store stuff at also.
 
You quoted the Prima guide, but you didn't do the first part that's listed there. You're not the Jarl's BFF yet because you haven't advanced far enough in the Civil War Questline.

Part I - Friend of the Jarl
You must first befriend the Jarl of Windhelm, achieved by completing either of the following:
Stormcloak: You must have conquered both Whiterun and Falkreath Holds for the Stormcloaks in order to become firm friends with Ulfric.
Imperial: Brunwulf is the leader of Windhelm once it has fallen into Imperial hands. To start this task with Brunwulf, you must have captured Windhelm in the culmination of Civil War Quests.

That's the part you're missing.------^
