New here, I hope I'm posting in the right section, I joined to help others in case they experience this issue like I did:
During 'Message to Whiterun', Ulfric does not give orders to end this mission and so players are stuck, unable to begin 'Battle For Whiterun'.
- Also, earlier when you gave Jarl Balgruuf the axe from Ulfric, he may NOT have talked to his advisors since one of them was not present, but you were able to talk to him and get the axe back.
IN MY CASE, this quest glitch occurred because Irileth was not in Jarl Balgruuf's presence when I handed him Ulfric's axe. Sure you can prompt him to talk to you and get Ulfric's axe back, but the bug will persist with Ulfric failing to give you orders to begin 'Battle For Whiterun'. (I set Irileth to non essential and killed her, which means she wasn't present when I gave Balgruuf the axe, which caused the 'Message to Whiterun' quest to glitch. - which taught me a lesson about essential npcs lol)
What I did to fix it (PC only):1. Load a saved game from BEFORE you gave Balgruuf the axe from Ulfric
2. open console, type in 'player.moveto 1A67F'
(This teleported me to Irileth's body, it was inside a cross shaped room filled with bodies of other essential NPCs I killed, plus some that I never encountered. It seems to be a 'dumping ground' the game uses to store NPCs that are supposed to be dead)
3. Find Irileth's body among the pile, maybe drag her away for ease of selection, click on her, open console, type in 'resurrect'
4. type 'coc WhiterunDragonsreach' to go to dragonsreach
5. Walk right up to a spot near Jarl Balgruuf then open console and type:
'player.placeatme 13BB8' (irileth should spawn)
6. Now when you give the axe to Balgruuf, he SHOULD be able to talk to his advisors Proventus and Irileth. If this dialog is being played, you should have no problems later with Ulfric.
..well at least that's what fixed it for me. I'm guessing the mission will also glitch if Proventus Avenicci is not near Balgruuf as well.
I searched and searched online and couldn't find a fix, until I finally fixed it myself. My apologies if this fix was posted earlier, I DID search prior to posting. Hope this helps!
