Power attacks

Is it more effective in terms of damage to repeatedly use power attacks over the normal hack and slash?

Use both. Start off with some hack and slash and finish em with a power attack, or vice versa, the ways you fight are endless.

I know it says if you finish off with a power attack you have a bigger chance of performing a fatality, correct?

I don't know if "it" says this, but from my experience, I would say yes.

Well for stealth power attacks will help a good bit. For normal hack and slash gameplay I would suggest blocking an attack or dodging an attack and following up with a power attack when they are vunerable

I tend to only use Power Attacks while sneaking or when an enemy is blocking, as a power attack goes through the block and staggers them. They work well against heavily armored enemies as well.

Use it as a mean to cause an opening then perform regular attacks or if they are already near death finish them off with a power attack.
