PS3 -Theives guild glitch

Hey guys! Is it just me or do you guys that have a PS3 have a glitch when you climb up the ladder out from 'The Ragged Flagon - Cistern' into Riften and can't get passed the stairs because there is a roof over head? Sucks how there is no way to fix this on PS3.

There should be a chain next to you which opens it up, it's a hidden entrance so you have to pull the chain from the inside or push the button on the outside.
