In most books, Zurin Arctus is considered the Underking. (Although, in the Arcturian Heresy, he was killed by the Underking.) But, I haven't been able to find out what race he is.
If anyone knows for sure, please let me know how you know.
If not, then feel free to speculate, as long as you let us know that's what you're doing.
My opinion is that he's a Breton. (Okay, they're my favorite race, so I may be a little biased.) I don't think we can believe the Arcturian Heresy, though, because it contradicts so many other books. (For instance, common belief is that Talos came from Atmora and became Tiber Septim, but in the Arcturian Heresy, Hjalti Early-Beard is born on the High Rock island of Alcaire and becomes Tiber Septim.)
Now, we have seen powerful magic users from all of the races, but Bretons and Altmer are generally considered the best. Considering that Arctus reanimated the Numidium in order to destroy the Aldmeri Dominion, I find it hard to believe that he would be an Altmer himself, which is why I chose Breton.
