The guy that you can find outside of Ambarys Rendar's inn says that his views are a little bit extreme. He isn't a good man to use for generalization.

If someone told me that my friend is a racist then I would want to walk up to him, and ask him myself. I would want to get his side of the story first before I pass any judgment base on what I hear.

This is an idiotic response. Sorry there's no other way to characterize it. It's not a rumor that the Dunmer all live in the Grey Quarter, it's a fact. We have disinterested statements by 2 NPC's that they're quartered there by design of the State. We have no statements from any NPC to contradict this. Luafyn works in Candlehearth Hall, she doesn't live there. It's somewhat mind boggling when people point to a Dunmer nanny as proof that segregation doesn't exist. That's like pointing to the hired black house staff that resided in the house of upper class whites (for the convenience of their employers for those that are too dense to get that) in the segregated south of the United States in the early 20th century as proof that there was no segregation in the south which, of course, is a counterargument without merit.What about the nanny? Comparing your living situation in the modern world is like comparing a Concord Jet to Rickshaw. Picking up everything you have and relocating is exponentially more difficult to do in Tamriel than it is in your world. Let me put it this way. Would you relocate to another part of the world without a job or a place to stay or any knowledge of what the living conditions or the employment situation is there? Would you do it after having lived in a place for over 20 years of your life forging deep and meaningful professional and personal relationships where you are now? Would you do it if it meant leaving family behind? Would you do it if you were told you could never use a phone, cellphone, the internet or even the postal system to ever communicate with anyone you know including your family, and all those people you had formed personal and professional relationships over decades? Would you do it if you had to travel hundreds of miles on foot with the risk of being robbed of everything you have or killed along the way? These are things that have to be considered if you are just going to up and leave Windhelm for parts unknown in Tamriel. It's nothing like your comparatively spoiled privileged life in your warm safe personal bubble that is the real world.Seriously if the dark elves don't like living in Windhelm for fu** sakes MOVE already. All you have to do to move is drive to your new home in a nice cozy car with A/C and a radio and soft seats. They have to trek across the wilderness in possibly sub-zero tempretures hauling thier belongings on horseback or in a wagon. On a journey that could potentially take days or weks into friendly Imperial territory.
Also what he said does not in any way indicate that he has the resources to move to Morrowind. All you know is he wants to move back with the money he makes.
Perhaps he doesn't care for these Nord women because they treated him like somthing that crawled out from a sewer?
I suppose the best thing that Ulfric stormcloak can do for the dark elves is to provide a luxurious way of transportation. Maybe he can get Eorlund Gray-Mane to build each Dark elf of Windhelm that wants to move out a vehicle like this?

Once again, in Rolff's case, it IS at least partially about their race. If he was only concerned with their not joining the Stormcloaks (because, let's face it, if they sided Imperial, he'd be on their case to leave Windhelm forthwith), then he'd be berating outside the homes of Nords and anyone else who also did not take a side, or who sided against Ulfric. From what we see in the game, he does not concern himself with anyone but Dunmer whom he himself admits he finds suspicious, not to mention lazy. He's very singularly minded.
