If Argonians seized control of a Hold, what laws would they enforce?

Argonians are very rational they would need a reason to do this. So it would depend on what happened there before hand. The Dunmer used to enslave Argonians and well, they got theirs with many Dunmer being exiled and lands / assets seized. The Argonians took what they wanted and simply 'stopped'.
So you could expect large amounts of Nords and others being exiled and Argonia making a perm claim on the region. Given the fact the Argonians would have needed a strong reason for conquering that Hold, you would have a very hard time getting them to leave, if you could get them to leave at all seeing how Argonians are masters of Guerilla warfare.
