For players getting ready for Dawnguard

Can you play the DLC with an established character or must you create a new one ?

Of course you don't have to create a new one, it's basically adding new guilds and questlines, also weapons, powers, homes etc etc. to your existing game.

Oh guys found a video with alot of info check it out The Elder Scrolls V: Skyrim - Dawnguard E3 2012 Stage Demo (Xbox 360) - GameSpot Video and look at the weapon that the guy is holding at 6:05 and tell me if it looks like a dragon style axe

There's the dragonbone bow and arrows in the actual dawnguard trailer tbh.
