Restoration's actually not pointless, but you're running into a real problem on Apprentice difficulty with pure healing - the spell scaling just doesn't keep pace with damage intake, especially early on. You're basically right that potions end up being faster and more efficient, which feels bad.
That said, don't abandon it entirely. The thing is, Restoration shines when you're not relying on it as your primary defense. A summoner / Destruction hybrid that throws in a healing spell or two (or the perk that lets you cast while moving) is way more viable than pure healing. You get your summons tanking, you nuke things, and you top yourself off between fights instead of mid-fight.
The perks that actually matter: grab the one that boosts healing spell magnitude early, then work toward the perk that lets you cast healing spells without interruption (Quiet Casting or whatever it's called). That changes the feel a lot. Also, once you unlock the perk that makes your Restoration spells affect undead and Daedra as damage, suddenly you're doing something useful against specific enemy types instead of just healing.
But real talk - on Switch you're stuck with vanilla, so your build flexibility is limited. If Conjuration + Destruction is carrying you at 22, just keep rolling with that. Restoration becomes way more fun on higher difficulties where you actually need the sustain, or with mods that rebalance magic scaling (PC only, unfortunately). For your current run, you're not missing anything by pivoting to full summoner.
